The agreements were finalized during the 10th Session of the Kenya-Rwanda Joint Permanent Commission for Cooperation (JPCC) held in Nairobi. The session reviewed progress since the previous meeting in Kigali and emphasized accelerating the implementation of existing commitments.

Key instruments include mutual legal assistance in criminal matters, transfer of sentenced persons, political consultations, immigration, and cooperation between their respective investigation bureaus and police services. The pacts also cover housing and urban development, diaspora management, and water resources.

Economic ties were a significant focus, with both nations committed to facilitating the movement of goods and services and increasing investment. Kenya remains a key trading and investment partner for Rwanda, with bilateral trade valued at over $398 million in imports from Kenya in 2025 and $5.3 million in exports.

The countries also reaffirmed the importance of the Northern Corridor, which links Rwanda to the Port of Mombasa, and agreed to enhance cooperation in transport logistics and infrastructure. A notable development in energy partnership was the arrival of Rwanda's first 40,000-tonne bulk refined petroleum cargo at the Port of Mombasa.

Further cooperation is planned in areas such as digital transformation, artificial intelligence, the blue economy, renewable energy, climate action, food security, and skills development. Both nations also committed to strengthening air connectivity, with existing flights between Nairobi and Kigali, and RwandAir resuming its Kigali-Mombasa service.
