President Paul Kagame met with Senegal's Minister of African Integration, Foreign Affairs and Senegalese Abroad, Cheikh Niang, on Thursday, October 8, to advance economic cooperation between the two countries. The meeting followed the first session of the Rwanda-Senegal Joint Permanent Commission for Cooperation, where 11 bilateral instruments were signed.
These instruments include three agreements and eight memoranda of understanding, expanding collaboration beyond traditional diplomatic relations into legal and institutional affairs. Areas covered by the agreements encompass political consultations, information and communication technology, tourism, youth, culture, sports, higher education, and scientific research.
Further agreements address standardization, mutual legal assistance in criminal matters, extradition, and the transfer of sentenced persons. A joint follow-up committee has been established to monitor the implementation of these agreements, with experts set to review progress in 2027.
The engagements also featured a Rwanda-Senegal Business Forum aimed at boosting trade, investment, and private-sector partnerships. These new accords build upon commitments made during Senegalese President Bassirou Diomaye Diakhar Faye's state visit to Rwanda in 2025, which included visa-free travel and cooperation in agriculture and health.
